This is an EXTREMELY disturbing video of a 15 year-old Florida girl (Shelwanda Riley) being handcuffed for A CURFEW VIOLATION by Fort Pierce Police Officer Dan Gilroy (Here is his Myspace Page). Riley was acting like a 15 year-old kid when she started bawling and screaming and then...well, it gets bad.
I think I've decided that Florida has taken the title from California for having crazy shit happen with their law enforcement. It's disturbing to watch the cop handle her the way he does, its disturbing to watch him punch her in the face, and its disturbing to watch him pepperspray her but nothing comes quite close to the majority of morons that commented on how the officer did the right thing.
I could almost say the officers actions would have been appropriate with someone that had just assaulted another person or at least done something a little more serious than breaking curfew.
I just don't get it.

He repeatedly tells her to put her hands behind her back, and yet she continues to struggle and make a fuss. He did the right thing. She could have had any number of diseases that pass through saliva. Just because someone is small, it doesnt mean they arent dangerous. He was defending himself. If he cotinued to let her flail about, she could've bitten him or kicked him or done more damage than she already did. And where are her parents? Curfews are set to PROTECT teens.

She was walking -she committed no crime- What this "officer" did is a crime. If any person ever did this to my child...
I have seen this over and over done to adults because I work at a nightclub. Officers being arrogant and only using force. But to see it done to a child is disturbing and enraging.

Honestly no im not outraged by this. At 15 you should know not to resist being cuffed by police. The punch and pepper spray came after she bit the officer. That doesn't seem like excessive force to me. If she had just cooperated with the officer the worst that prob would of happened was she would be cuffed and the officer would have driven her home. This is what happens when you do not cooperate with the police. It is her own fault for aggrivating the situation to the point where the officer had to use force.
I am an investigator with the MN Public Defender's office...I would hope that a trained police officer could 'control' a 15yr old kid without needed to do what this officer did. I also wonder what he would have done had the camera not been there. He clearly looks at it a couple times.
This young girl didn't do anything wrong. She was going back home but that moron preyed on an innocent victim to make an unjustified arrest. On the video, you can see her trying to freed her left arm because she was in extreme pain because of that fart who was twisting her arm. He never tried to mention why the arrest was for. He violated the 14th Amendment to the U.S. Constitution Rights of a citizen. He should lose his job and be sent in jail for at least 15 years for perjury and battery on a defenseless young girl. She is innocent and should be freed of any wrong doing.
It seems to me that when those law officers feel that they did something wrong, they need to find a way to lie to their police chief and to blame the victims.

That's what you get for not listening to an officer. I bet she wouldn't have even gotten a ticket if she just listened to what she was told. I enjoy all the "If someone handled my daughter that way..." comments. If your daughter acted that way she WOULD get handled that way for being a moron and rightly so. For all of you sitting back in your chairs judging this officer, you need to get a clue. I live in Fort Pierce. The curfew is called a Youth Protection Ordinance because the 15 and 16 year old "children" are out shooting guns at each other and killing themselves and any bystanders. This "young lady" has been known for being out "walking the streets" in this area which is the least desirable in our town. If this were a simple case of a curfew violation, all she would have had to do is to answer the officer's questions so that he could ascertain that she was not doing anyting unlawful. She then would have been turned over to her parents or guardians. Instead, she chose to be evasive and to not answer the questions asked by the officer. At that point, according to our ordinances, he could legally take her into custody. Once she continued to hit and kick the officer, he took her to the front of his vehicle in order to turn on his camera so that this could be recorded. The officer knew that this would be a racially charged incident, as everything that occurs in that section of town is ALWAYS portrayed that way! This is not a racial issue, although everyone wants to make it into one. He could have used a much greater degree of force in order to subdue her, but he was trying to use the least amount possible so that he would not injure her. This whole incident could have been avoided if she had either A) Not been out after curfew or B) Have complied with the officer. When an officer gives you an order, it is not a negotiation. Sure she was scared. We would all be, even if we had not done anything wrong. But would we have kicked, hit, bit, and resisted? The officer patrols a war zone and is forced to make split second decisions which can be life and death. Everyone who is sitting back now passing judgement over a 10 second blurb on a video needs to remember that the news is not unbiased. It is a business and they will spin it to their advantage. Officer Gilroy is a credit to the Fort Pierce Police Department. You are not entitled to judge anyone involved in this incident if you do not live in our area any more than I can judge something that occurs in yours.

Sorry, i'm on the side of the officer here and any parent who wouldn't be appalled at their 15 yr old behaving like this in front of a police officer should get a clue. This "child" was breaking the law - she was out after curfew. she should have politely been taken home for a good butt whippin by her mama! but we don't do that anymore with children either.
I hope the judge is smart enough to give her a little community service at the police station!

Where was all the concern when this 15 year old "child" was out wandering around after midnight. Let's put the blame where it belongs, on her parents! Police Officers come in contact with many people a day, without incident. If she was home like a normal 15 year old, this would not have happened. How about we invest in parenting classes instead of police training.

All of you think that the officer is at fault here, have you even bothered reading the entire article? Have you actually looked up why there is a curfew in Fort Pierce? It's there for a good reason and sorry to say it but a 15 or 16 year old can be just as dangerous as a 35 year old. A toddler can fire a handgun. She broke the curfew and when approached by the officer (before the video began) she became violent and started to throw kicks and punches at him. Doesnt matter how old you are, whether youve done something wrong or not. You do not try assault a police officer. In his eyes you could be nice quiet kid next door or the gang banger down the street. His actions are a response to her violence. Biting is a serious offense.
He warned her over and over, told her he was trying not to use force, just to comply with him. She in turn bit him.
It's easy to be mad at law enforcement over things like this because they are the ones in the spotlight. For all of you who don't agree with, please go patrol violent neighberhoods for a few months then come back and decide how to better handle a violent teenager who with no provocation tries to kick and punch you, then when being arrested bites you?

Sure, she shouldn't have been resisting. But... what was with him just letting her continue and continue to resist, getting more and more riled up? He clearly made no effort to grab her other arm and just finish cuffing her. It almost seemed like he wanted her to do something that would let him be violent, and he was egging her on by twisting her arm like that.
Of course an officer has to defend himself. But when he dawdles, almost taunting a hysterical teenage girl into biting him to get her arm freed, he clearly has some power/ sadism issues.
This makes no sense. She is a GIRL, not even a woman! how could u treat a little gurl like this??! if this little gurl was white, ther would be a public outcry!
This is bullshit!, I live in Brooklyn, NY and this kind of shit is everyday news. Don't say it isn't a race issue because 9 out of 10 times it is. I can subdue a 15yr old girl for godsakes! I understand the true threats criminals have on officers but there was simply no need for this! SHE IS A 15YR OLD GIRL! Maybe the tough guy turned the camera on to show his buddies later, who knows. He is justified for the arrest but the extreme measure he took is bullshit, and they still have hs ass workin the beat. Goes to show you the animal mentality of this country! How can you help another country when you can't even protect your own people, especially in times of need (New Orleans) I'm sorry to say I've seen officers use excessive force time and time again and this story will be yet another statistic on ever embarrassing police departments.

Oh no...a little brat breaking the law!! If an officer of the law says to do something simple like put your hands behind your back (17 times) you should do it! I sure know I've been in situations where I'm scared and there is a police officer around. They told me to sit on the ground and by God I did it. Did I get punched or yelled at...NO! They gave me my punishment and I dealt with it. Maybe now she will listen to authority figures! I have compassion for children and would never lay a hand on one (I'm a NICU nurse for crying out loud) but this girl only had to listen to what the man was saying. I'm sure he would have driven her home and slapped her wrist in front of her parents..and that would have been that, but she had to go and resist when he was only doing his job!
Wow, I can't believe what I saw. The young was wrong for biting the officer, but as she told the other officer and the officer "You’re hurting my arm", he bent her arm back like she was a chicken wing. Not only that but if you look closely he bent her hand back while he was bending her arm. If you view the whole video you hear the young girl say "I have asthma I can't breathe", then you hear the other officer laughing. This was a joke to them, but they probably have mess that child up mentally. Abuse is Abuse, weather it's a child, women, or young girl. This girl was abused. How can I teach my own child to trust in the cops when they are "Nasty" like that? By the way those of you who say the girl deserve what she got, then either #1) you like to be abuse or you get abused, or 2) how would you feel if it was your child, and I really think this was a show for the officer, because the way he start off in the video, by looking right into the camera. Remember no matter how you look at it she still a minor.

I admit that I don't have the best view of police. Every time I've had to deal with a cop in any sort of situation, they've come across as overbearing, self-righteous and absolutely content to abuse their power to make their own lives easier. Sure, cops live with the threat every day of being shot just for doing their jobs. Guess what! I have no sympathy on that score. They chose the job. The school-time and training that it takes to enter a job in any police department gave them plenty of time to reconsider that choice and all of the repercussions of that choice. Just like being a soldier, a fire-fighter, and any number of very dangerous jobs out there, you can't go into this one and not know the risks and not have accepted those risks without reservations. Still, this video shocked me. That cop had in his complete power a terrified fifteen year old girl. You can tell within five seconds that this kid is so freaked out that she is in no way rational. Now, I get it, she bit him. You can see her bite him, and you can see him punch her in the face as a response. Wha... Huh? This guy is a foot and a half taller than her, easily twice her weight, she's obviously not rational, and he punched her in the face for biting him? Well, surely this child must have done something of felony level to get herself arrested if he's going to use that much force to restrain her. Wait, what's that? She's being arrested for violating curfew?
Now, the Fort Pierce, FL police department justifies the punch and subsequent pepper-spraying of this girl by saying that a bite is a serious intent to harm, what with the threat of AIDS out there. Look closely at that cop's face. Do you see anything about AIDS going through his mind? How about any actual concern for the young lady when he tells her that he doesn't want to hurt her? All I see is indifference becoming mounting frustration finally building to a barely controlled rage after she bites him. He isn't punching her or using pepper-spray on her because he fears for himself, he's doing it because he's angry at that little girl. He loses it. He yells "Bitch, don't bite me." He yanks her arms up behind her back, he reaches for his pepper spray and then aims it directly at the eyes of a now dazed and hysterical child.
Two in the head for resisting arrest? She deserved it? You all need to pick up a history book and find out what happens when people stand back and let the cops do as they will because they fear criminals more than losing their freedoms.
